Some items falling into place today?

Sec. of State Clinton’s adaptation pledge mirrored the developing country request identified to me last night, so we may have progress on one of the three pillars of a deal (the three pillars were tonnes, money, and verification).  Clinton also conditioned the pledge on adequate verification language.  There is a rumor that U.S. negotiators will consult with Senate staffers on the language this afternoon to determine whether they think it will be viable.  If that is true, and the language is acceptable to all, then money and verification could get nailed down.


The question then remains whether they can make a deal on the tonnes, the last pillar of the deal.  And whether all of the parties, and China in particular, desire a deal.
